Job Summary

The position is responsible for managing end-to-end payroll operations, employee benefits administration, HR documentation, and local mobility services. This role ensures compliance with statutory requirements, delivers accurate and timely HR services, and supports employee lifecycle processes with a strong focus on operational excellence and employee experience.

Responsibilities

Payroll Administration

  • Manage full cycle of monthly payroll processing, including payroll computation, variance checks and timely submission of final payroll reports, and ensuring accuracy, timeliness and completeness.
  • Ensure all payroll activities comply with statutory requirements (e.g., CPF, IRAS, MOM) and internal policies.
  • Handle statutory submissions including CPF contributions, IRAS income tax reporting, IR21 tax clearance, and other statutory obligations.
  • Maintain payroll records and coordinate with vendors on system enhancements, testing, or issue resolution.
  • Manage payroll reconciliation, recharges and coordination with stakeholders, and resolve discrepancies promptly.

Benefits & Welfare 

  • Responsible for administering employee benefits and welfare initiatives across the employee lifecycle, including insurance and welfare initiatives administration.
  • Oversee governance and enrolment of employee insurance programs, working closely with brokers and insurers to ensure accuracy, compliance, and timely updates.
  • Maintain and administer the e-Leave system, ensuring accurate data and timely updates of policies and entitlements.
  • Monitor benefits utilization and support periodic review of benefits offering.

HR Operations

  • Manage onboarding and offboarding processes, including preparation of new hire documents, orientation scheduling, and ensuring all required processes are completed.
  • Administer probation confirmation processes, ensuring timely reviews, tracking, and documentation.
  • Maintain employee records in HRIS and employee files.
  • Ensure timely processing and reconciliation of payroll and benefits-related invoices with vendors and government agencies.
  • Support implementation and continuous improvement of HR systems, policies, and procedures.
  • Provide HR operations support and participate in HR projects as assigned.

Local Mobility Support

  • Manage end-to-end work pass administration (e.g., application, renewal, cancellation) in compliance with immigration regulations.
  • Coordinate onboarding activities for new hires, including orientation, documentation, and system setup.
  • Support relocation services such as housing arrangements and liaison for children’s school placement, invoice processing, where applicable.
  • Handle offboarding processes including exit documentation, final payroll coordination, tax clearance and work pass cancellations.
  • Act as a key point of contact for employees on mobility-related matters, ensuring a smooth employee experience.

Requirements

  • Diploma/ Degree in Human Resource Management, Business Administration, or a related discipline.
  • 5-7 years of HR experience with hands‑on in‑house payroll processing as a key requirement.
  • Good understanding of Singapore labour laws and statutory regulations (Employment Act, CPF, IRAS, MOM guidelines).
  • Strong attention to detail with a high level of accuracy in data handling.
  • Good communication and interpersonal skills, with the ability to work with multiple stakeholders.
  • Reliable, organised, and able to work independently as well as collaboratively within a team.
  • Proficient in Microsoft Office (Excel, Word, Outlook) and experience with HRIS or payroll systems.
