Senior Manager, Regional Talent Development

Job Summary

This regional role supports the creation, execution and evolution of strategies to support talent development of the organisation across China and Asia Pacific. The incumbent will look at achieving the strategic goals through the development of employees regionally where employees can upskill, reskill, progress in their careers, and building a pool of leadership pipeline that can support the talent needs of the region. The incumbent is expected to influence the Management Committee and leaders at all levels to adopt and support effective approaches to learning and development. This role is both a strategic and operational role to help our company succeed by training and developing our people assets.

The incumbent will build and create the plan according to the people development and business strategy of the Region and Countries; analyse emerging new skills, design and recommend learning solutions, which includes a blended approach to learning. The person will lead and oversee the Regional and Country Learning & Development; communicate and coach Countries HR in Learning & Development (L&D) process, and facilitate learning cross-countries. 

Immediate strategic priorities:

  • Design framework of learning modules and lead implementation of a consistent management development programs. Deliver in-house management learning academy (leadership training) to address the gaps in leadership capabilities, soft skills and work with local HR Heads and external providers to recommend sustainable local programs.
  • Lead Critical New Skills project to identify soft skills and functional skills to be built into holistic framework; jointly with Functional Regional Heads (Functional skills)
  • Bring alignment the overall e-learning strategy and lead the process requirements to deploy e-learning module and structure the contents’ need at the regional scale

Responsibilities

Strategic Planning

  • Build medium and long-term Learning and Development (L&D) strategy and plans which align to the overall Regional business strategy and future demand skills
  • Ensure the Regional L&D plans meet with budget and resources available to achieve people results
  • Evaluate organizational development needs, create and execute learning strategies and programs to address those needs
  • Co-lead the development of Functional Competencies; jointly with Regional Functional Heads as Subject Matter Experts (SMEs)

Internal Customer and Operational Excellence

  • Collaborate with business and HR Business Partners to drive the learning culture for the region to:
    • Develop and deploy numerous concurrent learning programs that demonstrably improve our leaders and managers’ abilities to build high-performing teams, coaching culture and drive results
    • Define and implement a robust Learning and Development Framework to facilitate prioritization of critical new skills required and learning interventions
    • Identify opportunities for development, developing business case and championing learning initiatives for success
    • Ensure consistent learning methodologies are designed and scaled across the spread of the workforce
    • Design, coordinate and deliver e-learning courses and workshops based on roadmap developed
  • Process lead of Learning & Development regionally; ensure compliance, smooth learning delivery and review for continuous enhancement
  • Lead the design, sourcing of learning content for the deployment of Learning Management System (LMS); collaborate with HRIS COE Head for successful implementation and drive the adoption of e-learning users both at Regional level and Country 
  • Lead the design and development of in-house Leadership and Management Development programs for all levels; roadmap for successful implementation of its training delivery such as First-Time Leader, First-Time Manager, Manager as Coach etc.
  • Lead, consolidate, and manage learning & development plan and budget
  • Provide market practices and understanding of different learning approaches, learning providers and best practices to constantly stay in tune with needs of talent
  • Provide regular updates on the effectiveness of training programs to Management

Executive and Manager Coaching

  • Develop strong relationships with key stakeholders across Region to support, analyze, diagnose coaching needs
  • Develop coaching toolkit for Managers to coach others; and to cultivate coaching culture; maybe part of Management Learning Academy modules
  • Design TTT Coaching programs

L&D Program Delivery

  • Deliver in-house Management Learning Academy courses/ modules, measure and review effectiveness and recommend improvements requirements
  • Coach and develop local HR to be self-sufficient in delivering in-house program (including Career Development Plan workshop)
  • Facilitate business workshops to co-lead/ lead business training objectives (with Functional Learning Council)
  • Conduct HR trainings in regional setting to upskill HR Heads and HR community capabilities

Talent Development Analytics  

  • Maintain, track and report L&D KPIs across region with all Countries HRBPs – reports, dashboards that support L&D strategy and overall Talent Management
  • Consolidate market/ country feedback, insights and understand business challenges; to use data analysis to influence change in processes, programs and way of working
  • Keep a good pulse on the market talent analytics to understand how the region can leverage trends and technologies to support our business at Region and local country

Requirements

  • Master Degree or Bachelor Degree in Organisation Development, Organisation Behaviour, Psychology, Human Resource Management or related field
  • Minimum 15 years’ experience in managing Organisation and Development / Learning & Development with solid track record in global and/ or regional capacity in-house – enterprise wide and functional program
  • Solid understanding of learning principles, digital learning experiences, emerging Future Workforce skills to shape future focused skills building framework
  • Certified Coach and has passion to inculcate Coaching culture. A strong understanding of coaching and development techniques and delivery across a global organization
  • Demonstrate experience in design and delivery of L&D program in customer centric environment (Manufacturing training experience is an added advantage)
  • Candidates who have experience using business and industry knowledge to develop curriculum and course content (design) and development deployment (learning) will be preferred
  • Excellent training facilitation skills and techniques, track record in delivering engaging L&D courses through a combination of learning methods
  • Track record in leading cultural change at organisational level; experience in identifying needs, developing strategies and implementing L&D initiatives and programs, with the ability to build a flexible approach to meet diverse needs
  • Consultative and collaborative approach to end-to-end Learning & Development across global teams, with stakeholders at various levels
  • Experience of coaching at a senior level in a complex matrixed organisation
  • Demonstrable experience of managing projects and delivering successful outcomes
  • Proven capabilities as a leader, with a proactive flexible and inclusive style appropriate to the complexity, diversity and new learning approaches
  • Excellent organisational skills: Ability to deliver projects as planned, cost and quality
  • Can work independently and interact confidently across organization levels
  • Able to proactively develop team dynamics and performance, ensuring quality standards are achieve
  • Good interpersonal skills that build relationships with leaders across the organisation with a capacity for influence, collaboration, and consensus
  • Strong work ethic and willingness to continuously upskill
  • Strong analytical skills and ability to identify and present data-driven insights and trends
  • Strong critical thinking to identify interdependencies between issues, data, and outcomes; clear understanding of how moving pieces come together to build the big picture
  • Comfortable with ambiguity, resilience and managing uncertainty
  • Proficient in English and other language(s) is an added advantage
