Job Summary

As the Regional Lead of Indirect Procurement, the incumbent is responsible to lead, develop and execute indirect sourcing strategies to support profitable business growth across the Bridgestone China and Asia Pacific (BSCAP) region in consultation with internal stakeholders.

 

Working closely with all internal stakeholders, having strong stakeholder management and engagement skills, the incumbent will develop and execute short-term and mid-term strategies and tactical plans to reduce cost and improve service levels in fostering relationships in vendors’ management through suppliers’ performance and spend analysis, effective negotiations, and continuous improvement.

 

The job holder will analyse data trends, spend analysis to develop cost saving initiatives and leading the negotiations for cross-functional departments/ countries that could value add and reduce complexity.

Responsibilities

Key Responsibilities 

  • Develop and execute an optimized business plan for Indirect procurement that is aligned with BSCAP’s financial goals, strategy and customer service expectations
  • Execute procurement strategies across the company to ensure consistent and high quality value delivery
  • Implement best practices in Indirect procurement and vendor management to support BSCAP operational objectives
  • Negotiate vendor agreements and contracts in cooperation and compliance with Accounting, Finance, Legal, and Procurement policies and goals
  • Implement category management best practices to manage indirect spend, from both short term and long term perspectives.
  • Provide Subject Matter Expert (SME) expertise to the organization as the company expert in Indirect procurement strategies and tactics
  • Work with finance, reviews and monitors capital purchases including comparison against budgets
  • Introduce best practice and provide guidance to regional and local indirect procure to pay processes, policies and procedures.
  • Develop, lead or support the development and implementation of new operating models and organization structures to improve the overall efficiency and effectiveness of the indirect procurement organization.
  • Develop and maintain vendor relationships including tracking and analysis of vendor spend and performance (key metrics such as fill rate, lead time etc.)
  • Manage suppliers’ relationships, establish Service-Level Agreement (SLAs), quality issues, risks and mitigate business risks
  • Maintain solutions to ensure purpose and functionality of suppliers closely aligns with business procedures, directions, and strategies
  • Lead the Request for Quotation (RFQ), Request for Proposal (RFP) and project manage all parties to achieve the business objectives. Manage the selection process to evaluate products based on user requirements, makes recommendations, and ensures purchases are in alignment with current standards and strategy

  

Business Process Improvements

  • Review and establish Indirect procurement policy and best practices
  • Drive continuous improvement, best value and quality improvements within the cross-functional departments in challenging existing practices and actively seek ways to achieve better outcomes, contributing to ensure key performance and financial targets are met and corrective action taken place
  • Promote importance of Indirect procurement across the organization
  • Pro-actively enable and ensure transparency of spend and drive for an optimization of efficiency (procedures and cost) in collaboration with business functions and related stakeholders
  • Maintain a comprehensive knowledge of marketplace, benchmarks, and industry best practices
  • Coach the buying team on the use of standard sourcing processes, category management, engaging low cost country suppliers, risk mitigation, and supplier relationship management
  • Able to manage multiple stakeholders in different levels of the organization, where objective needs to be aligned across stakeholders to realize overall company targets

Requirements

  • Bachelor degree with major in Business Administration or related field;
  • Minimum 12  years’ experience in Procurement or Supply Chain or Commercial roles, with more than 5 years in regional capacity;
  • Well versed in indirect sourcing and purchasing (desirable categories: Manufacturing Parts and Consumables MRO), Utilities/Energy, Warehousing and Transportation, Facility Management, Market Services, Technology and Professional Services). Experience with Direct/Raw material procurement experiences is a plus;
  • Demonstrated proficiency with enterprise procurement systems is an added advantage;
  • Demonstrated skills and experience with high value purchasing and contract negotiations across a diverse range of commodities and service in the Source to Contract process;
  • Project management experience and change management;
  • Good interpersonal skills, influencing and stakeholder engagement skills;
  • Ability to collaborate and effectively work in teams;
  • Ability to prioritize, manage competing priorities and solve problems independently;
  • Ability to build relationships across the organization and all geographic regions;
