Job Summary

The HR Manager will oversee the HR operations at the Regional Head Office (RHO) and Sales Office in Singapore and act as a strategic business partner to RHO Senior Leaders. The incumbent will provide advisory to establish and implement HR strategies; promoting employee engagement, effective organizational and people development to align with business objectives.

Leading the HR team (based in Singapore), this role will deliver comprehensive HR services overseeing End-to-End employee lifecycle management, career development, performance management, total rewards, and HR initiatives that synergize with business objectives and enhancing employees’ satisfaction.

 

What will be your main responsibilities:

  • Lead the HR team to provide comprehensive HR support to both Regional HO (RHO) & Singapore entities
  • Headcount Budgeting & Planning, Employment Lifecycle Management, Employee Engagement & Relations, Talent Development & Management, External & Internal HR Compliance, and HR Advisory & Services
  • Implement regional  and local HR initiatives in collaboration with Centre of Excellence (CoE) HR teams and Regional Business Stakeholders.

Responsibilities

Role Details:

(1) HR Operations and Strategies:

  • Collaborate with senior management to develop and implement HR strategies to support the organization's objectives.
  • Partner with RHO Functional Heads to proactively identify and resolve HR/People issues to achieve business goals.
  • Responsible for annual headcount & payroll cost budgeting, spent management and proper governance of budget in accordance with flexibility of business requirements.
  • Pursue continuous improvement on employee engagement through local activities and actions which includes communication of employee engagement survey results, facilitate action planning and managing its execution thereafter.
  • Partner with business stakeholders and Centre of Excellence (CoE) in HR to identify and develop critical skills and development framework in far sight, connect training needs annually with recommended advice and solutions to meet those needs.
  • Take on the annual performance development process via refresher sessions/training, facilitate calibration & appropriate distribution with timely completion.
  • Advise/Consult on talent management (i.e. employee transfer, promotion, performance management) and organizational development, e.g. organization structure review.
  • Lead the team in providing HR services including employment contract, training, payroll and benefits, and P-file management whilst ensuring all processes are fully compliant internally and externally upkeep the efficiency and effectiveness of HR processes.
  • Review and update HR policies/processes consistently to ensure business remains compliant and competitive in the market.
  • Manage the planning and implementation of measures at the workplace to ensure the Health, Safety & Environment aspects are adhered to regulatory compliance.
  • Responsible for HRBP support in accordance to Manager, CHRO, and Functional Heads’ requests.

 

(2) HR Business Partnering to RHO Functional Heads Role:

  • Manage annual headcount and payroll cost budgeting process, in consultation with the Manager and/or CHRO.
  • Collaborate with Business Functional Heads to develop/implement HR plans and solutions to achieve strategic business initiatives and results.
  • Lead the functional talent reviews process with the RHO/Singapore Functional Heads.
  • Support the Business Functional Heads on talent development including talent assessment, individual development plan, and employee new assignments/promotions.
  • Provide HR advice and manage communication on changes within the organization

 

(3) Team Leadership:

  • Coach & mentor to establish and build a high-performing team.
  • Develop & guide teammates to deliver HR services and solutions effectively.
  • Manage regular performance evaluation, assignment and projects for HR team members.
  • Foster a collaborative and inclusive team culture that encourages professional growth and development.
  • Drive continuous improvement in HR processes and programs.

Requirements

  • Bachelor’s degree in business / human resources management or other relevant disciplines.
  • 10 years’ relevant experience as a HR Generalist/Business Partnering role, with 3 years in a people manager capacity.
  • IHRP Certification and regional setting are preferred.
  • Ability to engage, motivate and influence stakeholders at all levels across the business.
  • Strong knowledge of local labor laws and HR best practices.
  • Meticulous with excellent communication and interpersonal skills.
  • Ability to think laterally & strategically, service-oriented and relatable with people at all levels.
  • Sound logical and critical mind frame, with good analytical skills.
  • Proven ability to handle and maneuver complex issues/environment.
  • Self-starter, team player mindset and willing to work effectively across culturally diverse teams.
  • Fluency in English is mandatory, with any other Asian Language an advantage.
