Job Summary

The main purpose of the HR Manager is to support the Head of HR in partnering with the Head of Departments (HODs) to ensure that the appropriate level of HR support and service is provided to them according to their business requirements. This will include providing end-to-end HR support in organizational design, workforce planning, reward and recognition, manage the recruitment, selection and induction of new staff, be involved in terminations and exit procedures, provide general policy advice on employment related matters, be a key contact for employee relations issues, participate in regular performance review as well as ad hoc projects.
The incumbent will provide the operational support and be the main point of contact for all employees on their HR matters.

Primary Responsibilities

HR Business Partnering
• Provide strategic action points or solutions to HODs in relation to human resource matters
• This includes dealing with staffing challenges, employee grievances, employee performance or disciplinary issues, staffing requirements driven by business needs, etc.
• Responsible for learning and development program, manage the budget, enrolment and conduct learning needs analysis

Employee Attraction and Recruitment
• Develop and regularly review the HODs on their headcount needs
• Lead the recruitment and selection process and ensure candidates with the right skillsets and cultural fit are recruited according to the role fit

Strategic HR Programs
• Initiate and drive the development and implementation of HR strategies, relating to employee learning and development, employee welfare and benefits, Employee Assistance Programs (EAP) and employee engagement

HR Policies and Procedures
• Ensure compliance and updates of company policies and procedures
• Communicate, update and plan employee townhall and other methods of communications to employees

Performance Management
• Establish, lead the performance review calibration with HODs
• Ensure reporting line, employees performance review forms are launched on time

Industrial Relations
• Act as main person to interact with Labor Union and build up mutual trust relationship
• Lead management and labor communication and negotiation
• Resolve workplace conflicts as required

Day-to-Day HR Operations
• Responsible for the smooth operations of the HR Department, with the support of team member
• Be the person to handle escalated employee matters such as employee grievances or disciplinary issues, issues arising from employees’ performance issues, coaching and counselling employees, etc.
• Maintain an open and effective communication channel with employees, to keep a finger on the pulse of the company
• On boarding of new joiners, this includes employee relocation, new employee induction, work pass matters, and office orientation.
• Managing organization chart and headcount to reflect business needs
• Budgeting and control HR departmental expense

Global/ Region/ Local Initiatives
• Participate in Regional conferences, and special projects, where required
• Prepare and submit reporting requirements and needs when required
